Unit is making a howling noise. Found that unit was overcharged and capillary tube was vibrating on suction line. Relieved some gas from system and used suppressor putty on cap tube. Unit checks good.

Nothing against the technician but sending someone who has not worked on the kind of oven I have is unacceptable. Having filled out the form online, I thought think they would have sent someone who was knowledgable. So, yes $130 for technician to say "I don't think I can do anything for you".
We have to respond in fairness to our technician. The reason the tech said "I don't think I can do anything for you" is because the parts needed are no longer available for your range. This was not a lack of knowledge issue. It is unfortunate, for sure, when this happens and we understand your frustration.
