"Customer stated that unit is not heating. After inspecting unit i found that the element, thermostats and thermistor tested good. With the unit not running L1 to N is 106 - V L2 to N is 120v L1 to L2 is 216. With unit running L1 to N 120v , L2 to N is 120v , L1 to L2 is 0 volts indicating a bad breaker.
