Found the power was connected correctly on unit. Been like that for years. Moved neutral wire to neutral from ground 4 wire plug . 237 volts coming to unit Ran unit on high heat 40 min cycle I turned it off at 18 mins left and noticed voltage drop down to 227 then back to 237 when heater turns off. Customer needs to contact electrician. Refund part
